Yep, made by Spar Aerospace. Their first commissioned prototype, before the Canadarm fitted to the space shuttles, was built it the early 1960s. It was called the Canadafinger and fitted to Canadian and American satellites to give "the bird" when overflying Soviet-aligned nations.
