Look at the packet loss once it gets out into the net. Fine from me to my IP then the horrors start. Those thick red bars at the bottom of the graph are not good. I was pinging this website. Quote

GreyKnight Posted January 16, 2008 Posted January 16, 2008 Well that 5th hop, the 1st router at cogentco.com, with 90% packet loss was the big culprit. I see you ran that test for 10 mins. I ran the test from here in Austria, and it looks like our site is hosted in Dallas, and this is what mine looked like using NeoTrace... I'm surprised it took me 20 hops to get to Dallas, from here in Central Europe, whilst you in Canada still took 18. Quote

Unfortunately, I am beginning to see this a lot more often lately and believe it is a general slowdown on the Internet. It may well get worse over time. On the bright side, it doesn't happen that often on the weekend. Quote

He currently uses two providers Bell Canada and Ontario Hydro. I am currently routed through Bell Canada. He likely knows which routing is best. Quote
