It's easy. Enable ST3C textures compression through conf.ini:

Texcompress=2

FlagTexCompressARB=1

(I'm not at home and I can't remember exactly the conf lines, but they are in Open GL section).

Doing that, you will be able to fly with new executables.

I get that error every now and the, and a simple restart of the game fixes it too.
