You can find out the processor speed by right clikcing "My Computer" on your desktop and selecting Properties. It should say it near the bottom.

If I were you I would go for neither of those cards.

Before you spend $100 on either of the cards you mentioned, I believe the $100 would be better spent on this. I am thinking the 8200 you mentioned has at least a 2.8GHz Intel cpu. If so, this card will work great. Or this one:

I have a few agp cards in my spare parts stuff. If you just want to save your money for something else let me know and i'll send you one for free plus the stamps. I don't think any of them are earth shattering gaming cards just stock stuff from a Gateway and Dell or two. Certainly good enough to make it go again.
