Currently your checkmods has issues connecting to the site where all the supporting files are stored. Do you have any other / additional security software running that might stop it from contacting the internet? I can create the same situation on my pc, by renaming the folder where checkmods is in, then firing it up, allowing it through the firewall - by its popup. Then I get the messages as in your first screen shot. Next, I close it, and once more run it as administrator. Then it goes like it should...
