Google'd this error, this came up: a Microsoft article ...
But, it could also be a nasty piece of malware ...
Could also be a conflict between HP software and the OS.
What is the issue your Security Center is trying to inform you about?

Hm, looks indeed like the VGA bit is the culprit...
You could try and run IL2 'windowed' instead of fullscreen... (in IL2Setup, or conf.ini, change FullScreen=1 into FullScreen=0)

To get the taskbar on the secondary screen, you will have to run both screens in the same resolution, and then tell Windows to stretch the desktop...
(Why would you want that anyways? Do you realise what distance you'd have to move the mouse from the Start button all the way to the system tray? That's a looong way on a 22" + 19" screen

Gec's suggestion would be my next step too...
Move the entire IL2 folder out of the 'Program Files\' folder.
(Or maybe copy it first). Then adjust your shortcuts to start the game to the new folder path.
(And Hyperlobby)
Then try and run the switcher.
If still unsuccesfull, run ChkMods (adjust the path to IL2 installation in there, via Tools, Options first)
Looks like changing (some) files in the Program Files folder is being prevented hindered by your OS (Vista? W7?)

If you did rename/remove the _Gameswitchers folder, ChkMods should've found more than just 2 errors... it should have found at least 18!
So, please retry... delete the C:\Program Files (x86)\Ubisoft\IL-2Sturmovik\_GameSwitchers folder, run ChkMods once more. 18 errors should be found to be fixed...

It will try and fix the Language issue, but no guarantee...
You should use this each and every time you start a new offline campaign.
So, start campaign, do not yet fly the first mission, exit game, fire up ChkMods, press 'Language Fix' and confirm.
Then start the game... it might have fixed it...
