How do I properly remove a wireless adpater's drivers?

I would first un-install the drivers and any utilities it came with, this may be a case of add/remove programs for utilities then device manager to uninstall the device.

Optionally you can also open network connections, do a properties on the WiFi connection and un-install the services associated with it, TCP/IP will not be un-installable.

Power down and remove the card.

When restarted the resources should be free, this can be double checked by going into device manager click view and click 'Show Hidden Devices'.

You should not see any entries for the WiFi card left.
