if u connect a "naked" winxp computer to the internet u have 20 minutes max before u'll get infected. that's a proven fact. Also having more than one AV on computer can make you more trouble than benefit. ( was that even in English
there should also be a possibility to, momentarily with just a keystroke during BIOS boot or permanently in BIOS it self, disable the Dell screen.
if u manage that, u can see at what step does BIOS stops

I'll be home from work in about 4-5 hours. I'll be more than happy to help you. my knowledge on mods is not so good but i can check that everything else is OK. if Roger shows up he could probably cover whole area.
70 *C is way to much. check that u have fitted your CPU cooler in the right way. sometimes can get stuck @ surrounding plastic and not sitting on the CPU how it should. another thing could be that the showing temp is wrong but not likely. At least not that much.
In any case do not run it for more that few minutes at a time till u fix the prob. If the proc (i know this was a fact on earlier Intel processors) is really overheating the proc will shut down the computer. But i would not bet my money on it.
i think i have them. but got them from Vaca. that means that u can dl them from hes ftp also. i'l check and let u know m8.

but no-ip service is the same thing as dyndns service. also if u have changing IP (this is the main reason why would u need such a service) u can download a tool (that is provided by both of the service providers) that will keep track of changes to your outside IP and register it automatically.
to be more specific:
1. go and create account (no-ip or dyndns does not matter i think no-ip is simpler)
2. if u r using no-ip go to hosts/redirects and add a host
3. go to download a client and pick your client
4. set the client up and u r ready to go.
hard to say m8 i do not see any reason why would windows installation make a difference between 408 and 409. i think it must be something else. probably the best way would be that me or Roger or enyone else who knows what he is doing, connect to your computer remotely and see what is happening.
i would go and uninstall and then reinstall the sound card driver. also check that u have correct speaker configuration. hollow sound can come if u have 5.1 setup but only 2 speakers. also it seams that simple sounds are not making problems (like .mid) but the multichannel do. maybe could be problem with installed codec pack.
did u try to put the memory in A1 and C1 slots?
i have found on google a guy that have problem fitting 3x2GB on the motherboard. and that the max that he can get recognized by the board and that cpu-z is 4bg in the mentioned combination
sanding led's is a very good suggestion but only if u put your led's on the cap. if u use reflectors on the cap and led's on the camera, do not sand them.
to check if the LED's are on turn on the camera take a CD (mirror may work also) turn it to the camera so that camera can see it self in the CD or mirror and look at the picture on the screen . u should see the led's light cause camera can see the ir light.
it is not importnant to have both screens at same res. i have main TFT screen on 1680x1050@60Hz and the second one CRT set to 1280x1024@80Hz
